Bush? Hussen? Who should blame?

A court has decided to kill Sadam Hussen for his bad deeds for killing human beings in Iraq in the name of cast. I support to punish such a devil. But one question always follows and tortures me Bush also destroyed human being for the guess of Nuclear weapons which doesn’t have any proof till now, why Bush shouldn’t be punished? If Bush didn’t attach Iraq, there might not be any internal war in the name of cast and thousands of people might not be killed. In my view Bush is also responsible for the death of Thousands of Iraqis. Bush also should be punished! But How? Who can punish him?..................................... It means a powerful person can do anything. I think Hussen is Autocratic devil and Bush is Democratic devil.
